2017年4月12日,南京市政府公布了《南京市“十三五”儿童发展规划》。根据规划,“十三五”期间,南京一个发展重点项目就是儿童公共服务推进行动,其中包括公共厕所建有儿童坑位。目前全国14岁以下儿童超过2.2亿,针对儿童专用设施缺失的现状,近年来多地代表委员纷纷呼吁,在公共场所增设儿童厕位和儿童洗手池,并纳入强制建筑标准。1996年联合国儿童基金会提出了“儿童友好型城市”的概念,以肯定“一个明智政府在城市所有方面全面履行儿童权利公约的结果”。目前,国内深圳、长沙、南京等城市已经提出了创建儿童友好型城市。实现这一目标,就需要公共服务多些“儿童视角”。

Opinion |  Children's Perspective Needed for Public Service

On 12 April 2017, the Nanjing municipal government announced the "Nanjing 13th Five-Year Children Development Plan". According to the plan, in the 13th Five-Year period, one of Nanjing's focus projects is developing children's public services, including building pits for children in the public toilet. At present, the country has more than 220 million children under the age of 14, and the absence of children's special facilities have made congress deputies call for additional children's toilets and lavatory sinks in public places, and their compulsory inclusion in the standards of construction. In 1996, UNICEF presented the concept of "Children Friendly City" to affirm a wise government's comprehensive implementation of Convention on the Rights of the Child in all aspects of the city". Currently in China, Shenzhen, Changsha, Nanjing and other cities have proposed the establishment of Children Friendly City. To achieve this goal, we need more public services with 'children's perspective'.
