继2015年初桂林会议、2016年初武汉会议、2017年初广州会议之后，5月26日国家旅游局在浙江义乌召开了第四次现场会议。厕所革命三年计划收官在即，新三年计划即将出炉。在本次会议上国家旅游局推出一批厕所革命技术和管理创新模式，发布了《厕所革命：技术与设备指南》和《厕所革命：管理与服务导则》，启动了2017年厕所革命公益宣传活动并举行了志愿者授旗仪式。国家旅游局还首次发布厕所革命“红黑榜”，对综合推进厕所革命表现突出的先进单位进行表扬，对厕所革命不达标的一批5A、4A级旅游景区作出处罚。

Policy | China National Tourism Administration issued guidelines about toilet revolution

After Guilin Conference in early 2015, Wuhan Conference in early 2016 and Guangzhou Conference in early 2017, China National Tourism Administration held the forth off-site conference in Yiwu, Zhejiang province, on May 26. Since the 3-year plan of toilet revolution is to be finished, the new 3-year plan will be discharged. In this conference, NTA pushed out a lot of technology about toilet revolution and new managerial models, launching Toilet Revolution: Technology and Manuals of the Equipment as well as Toilet Revolution: The Guideline of Management and Service. What's more, NTA started the commonweal promotion campaign about toilet revolution of 2017 and gave the flag to volunteers. In addition, NTA also announced the red and black list of toilet revolution, praising units in good performance and punishing some scenic spots with 5A or 4A but not up to the standard
