8月10日,台湾环保主管部门发布《卫生促进观光-优质公厕推动计划》,表示规划投入49亿新台币(约合11亿人民币),2018年起至2024年改建至少5000座“不脏、不湿、不臭”公厕。除硬件改善设施外,也要加强推行“卫生纸丢马桶”政策。从今年6月起,政府部门及全台78000多个公厕全面实施提供卫生纸、垃圾桶改为小型加盖垃圾桶、公厕外面纸贩卖机改卖卫生纸、并张贴卫生纸丢马桶标语等措施。7月开始,台湾环保主管部门通过评鉴及稽查,对违者开罚公厕所有人1200-6000新台币。针对马桶阻塞不通的公厕,地方环保局会协助疏通。此外,台湾环保主管部门正研拟《优化公厕促进企业认养办法草案》,期望民间力量认养在地特色公厕,改变企业形象及民众对公厕的刻板印象。

Policy | Taiwan provides public toilets with toilet paper and plans to invest NT $4 billion 900 million to reform public toilets.

In August 10th, the Taiwan environmental protection department issued the "Health Promotion Plan" to promote the tourism quality of public toilets. It plans to invest NT dollars 4 billion 900 million (about 1 billion 100 million yuan), from 2018 to 2024, to reform at least 5000 toilets into not dirty, not wet and not smelly. In addition to improve hardware facilities, it also strengthens the implementation of "toilet paper toilet" policy. From June this year, the government sectors and all more than 78000 public toilets fully implement some measures, including providing toilet paper, exchanging garbage cans into small ones with covers, making vending machines which sell toilet paper offer water soluble one and putting up posters propagating "toilet paper toilet" policy. Since July, the Taiwan environmental protection department has passed the assessment and inspection, and has imposed 1200-6000 NT dollars on all violators of public toilets. For the blocked toilets, the local environmental protection agency will help to dredge. Moreover, the Taiwan environmental protection department is proposing "Improved Regulations of Encouraging Enterprises to Adopt Public Toilets (Draft)", expecting the adoption of public toilets by the folk strength characteristics as well as change of corporate images and public stereotype impression towards toilets.
