近日,河北省沧州市文明办倡议市区各临近主次干道的企事业单位内部厕所对市民和外来人员开放。短短几天后,87家单位就主动响应,目前正陆续在大门外安装对外开放如厕标识牌,属无条件开放。倡议内容包括:有条件的单位设置残疾人专用厕位;银行、保险、通讯等服务机构营业大厅应内设厕所;因涉密、安全等原因不能按照要求对外开放的单位,不予强求。呼和浩特、西安等地也纷纷跟进。截至2017年8月,呼和浩特已有1000家沿街商户和单位的内部卫生间向公众开放,并在醒目位置设置公共卫生间引导牌;今年,西安市全市范围内712家宾馆、酒店的公共卫生间将全面向市民游客免费开放;海口将持续推进旅游厕所开放联盟,重点推进临街、临景区社会服务单位厕所免费向公众开放,争取年底加入厕所开放联盟单位数量达200家。苏州和厦门也在积极筹建“厕所开放联盟”,目前正在制定具体管理办法。

2012年,山东济南发起成立了首个国内的城市厕所开放联盟,倡导政府机关、企事业单位开放内部厕所。2015年8月,济南城市厕所开放联盟被国家旅游局评为“中国旅游业改革发展创新奖“,并在全国范围内加强经验的宣传。2016年3月,“保定野三坡乡村旅游厕所开放联盟”成立,首批48家旅游经营商户和2家事业单位加入了联盟,联盟成立了理事会,确定了入会标准、程序,制定了管理章程和服务公约,并专门设计了厕所开放标识。涞水县野三坡旅游投资有限公司承诺认养所有开放联盟的厕所,对每个厕所每年给予1000-3000元的资金或实物补贴。并在前期投入30多万元,对加入联盟的厕所进行升级改造。

当前,我国的厕所数量和质量还远没有满足民众的需求。厕所开放联盟的创新模式和当今的“共享”概念不谋而合,体现了厕所革命公益性的一面。这种新模式不仅能够降低政府投入成本,满足游人和市民的如厕需求,还可提升社会单位的形象,改善与公众关系,实现多赢。从各地的实践可见,建设厕所开放联盟,共享更多内部厕所,将成为未来全国各地相关管理部门推进厕所革命的热点措施。

Trend | Ji'nan leads a nationwide wave of “Toilet Access Coalition”

Recently, Cangzhou of Hebei province has proposed organizations near truck roads to allow public access to their staff restrooms. Just a few days later,  87 organizations responded actively. The proposal includes setting up a toilet for the disables if possible, providing toilet facilities in service organizations, etc. Early in 2012, Ji'nan of Shandong Province initiated the first urban Toilet Access Coalition in China, which advocates the government and private sectors to provide public access to their restrooms. In August 2015, the Ji'nan Toilet Access Coalition was awarded "Development and Innovation Award of China's tourism reform " by the National Tourism Administration. From then, Ji'an led a nationwide wave of "Toilet Access Coalition". Other cities like Xi'an, Haikou, Huhehaote and Suzhou followed its experience to promote the model to provide toilets for all. 

At present, the quantity and quality of toilets in our country are far from meeting the needs of the public. The innovation model of the "Toilet Access Coalition" coincides with the "sharing " concept today, reflecting the public welfare side of the toilet revolution. This new model can achieve win-win not only through reducing the cost of government investment, meeting the needs of visitors and the public, but also improving the image of social organizations and relations with the public.  The "Toilet Access Coalition" will be a popular solution for the relevant departments to promote the toilet revolution in the future.
