近日,上海正式发布新版《公共厕所规划和设计标准》,规定时段性客流特征明显、负荷大的公厕,男女厕位比例宜为1:2.5,或宜设通用厕间(即无性别厕间)。而此前,受制于用地紧俏、设计理念落后等因素,上海公厕的平均男女厕位比例仅在1:1.1左右,远不能满足需求。根据美国康奈尔大学计算出的两性小便时在厕所平均停留时间,男性为39秒,女性为89秒,男女如厕停留时间比例约为1:2.28。这就意味着女性如厕需要更多的时间,也需要更多的空间。2005年,建设部颁布的《城市公共厕所设计标准》曾提出,公共厕所男蹲(坐、站)位与女蹲(坐)位的比例宜为1:1-2:3,商业区域内宜为2:3。但这一标准并非强制性的,具体执行起来随意性较大。据了解,此次新修订的标准,只是上海的地方行业推荐标准,仍不具备强制性,如何让新标落到实处成为大家关注的焦点。

Recently Shanghai launched new Planning and Designing Standards of Public Toilet, which stipulates that the ratio of men's toilet to women's toilet should be 1:2.5 or all gender toilets for public places of heavy people flow and high volume at certain periods. Previously, the average ratio of men's to women's toilet was about 1:1.1, due to limited space and out-of-date designing concepts, which lags behind the present demand. According to the research of Cornell University, the average time of men and women need for using the toilet is 39 seconds and 89 seconds respectively, which is a ratio of 1:2.28. This means women need more time and more space when they use the restroom. In 2005, the Urban W.C. Designing Code by Department of Construction proposed that the ratio of men's and women's toilet be 1:1-2:3, and 2:3 is for business areas. But this standard is not compulsory, and its implementation is not strict. This new standard is the local recommended standard of Shanghai, and not compulsory as well. It's the concern of the public to see how the new standard will be implemented.
