北京近日发布《旅游特色小镇设施与服务规范》、《公共厕所运行管理规范》等标准，以此提升城市精细化管理水平。

《旅游特色小镇设施与服务规范》明确提出旅游特色小镇的概念。其中环境卫生设施方面，厕所、垃圾箱等环境卫生设施应布局合理。游览范围内独立式公厕间距应小于300米，周围500米范围内没有固定式公共厕所的，宜设置活动厕所。   

《公共厕所运行管理规范》对公厕的质量、服务、安全、维护等环节提出了具体要求。比如，公共厕所应保证24小时开放；内部设施故障导致出现停水、停电、漏水、便器堵塞时，12小时内完成修复；洗手台、便器、面镜、无障碍设施、天花板、墙壁涂层、墙砖、隔板等损坏，应在48小时内修复。对于第三卫生间、无障碍专用厕所间，应正常开放，不应随意停止使用、移作他用、堆放物品。北京市近3000座一类和二类厕所除没有臭味和异味外，还要免费提供卫生纸、洗手液等。位于商业区、重要公共设施、重要交通客运设施、公共绿地等人流量较大的公共场所的三类公共厕所，也应免费提供长度约80厘米的卫生纸和洗手液等用品。此外，该标准还规定，人流高峰期间，重点地区及风景名胜区的公共厕所应采取分流和疏导措施，避免厕内拥挤，防止踩踏现象发生。

Beijing municipality recently launched the Iconic Town's Facility and Service Standard and Public Toilet Operation and Management Standard to improve urban management.

Iconic Town's sanitation facilities should be reasonably deployed, including toilets and garbage cans. Independent public toilets shall be found every 300 meters or less, and if no fixed public toilet is at an area of 500 meters around, a mobile toilet should be set up.

The Public Toilet Operation and Management Standard also specified the quality, service, safety and maintenance of the public lavatory. The public toilet should be open 24 hours, any internal breakdown that causes water shortage, electricity failure, leakage, and toilet block must be recovered in 12 hours. The damages at the washing basin, urinal, mirror, barrier-free facilities, ceilings, walls, tiles, separation boards shall be repaired in 48 hours. The third toilet and barrier-free toilet shall be open instead of stopping service for other use or for storage.

There are about 3000 class I and class II public restrooms that must be odour free in Beijing, which should also provide free toilet paper and liquid soap to wash hands. Class III public toilet in the commercial zone, key public facilities, transportation facilities, parks and other public places with heavy traffic of people, shall also provide free 80-cm-long toilet paper and liquid soap. Besides, in the rush hours, the public toilet in scenic spots and key areas shall have traffic guidance and to avoid crowding and tramping accidents.
